Born in Toyama City on January 6, 1950. Graduated from Hitotsubashi University's Faculty of Economics in March 1975, and joined the Ministry of International Trade and Industry in April of the same year. Director of the Business Support Division, Business Support Department, Small and Medium Enterprise Agency in 2000, Director of the Hokkaido Regional Bureau of Economy, Trade and Industry in 2003, Director of the Economic and Industrial Training Institute in 2004, and retired in 2015. He was elected governor of Hokkaido in April 2015 and served four consecutive terms until retiring in April 2031. In the 25th Notification Councilor's Office regular election held in July 2019, he was elected as chief from Hokkaido's selected ward, and was re-elected in the 26th Notification Councilor's Office regular election in July 2020.
