Born in Kyoto City on September 27, 1960, raised in Fukui Prefecture and Osaka Prefecture. After attending Rakusei Junior and Senior High School, he entered the Faculty of Law at the University of Tokyo in 1981. Joined Sumitomo Corporation in the same year. During his tenure, he worked in railway vehicle export sales, a U.S. vehicle factory, the legal department, and was stationed in Beijing. During this time, he earned a Master of Comparative Law (MCJ) and a Master of Laws (LLM) from New York University School of Law. Registered as a lawyer in New York, USA in 1993.
