Born on May 7, 1960 in Isumi City, Chiba Prefecture. In 1981, he entered the Faculty of Economics, Tohoku University. Joined Greater Tokyo Fire and Marine Insurance Co., Ltd. in 1981. Retired from the company in 1995. Joined the Ministry of Posts and Telecommunications in 1995. In the same year, Yamada became postmaster general of Chiba Prefecture. In 2009, he became the chairman of the Chiba Prefecture Southeast District Postmasters Association. Appointed Chairman of the Kanto Regional Postmasters Association in 2016. In 2018, he became the vice chairman of the National Postmasters Association. Retired as Chiba Prefecture Postmaster Yamada in 2021. In the same year, he retired as vice chairman of the National Postmasters Association. In July 2020, he was elected as the head of the House of Councilors regular election from the national proportional constituency.
