Born in Kyoto City on September 19, 1951, attended municipal Tonan High School, and entered Shiga University's Faculty of Economics in March 1956. Worked at Kinjiro Mori Tax Accountant Office in September of the same year, passed the tax accountant exam in December 1959, and opened Shoji Nishida Tax Accountant Office in April 1962.
〇In April 1990, at the age of 31, he was elected as a member of the Kyoto Prefectural Assembly, serving his fifth term. During that time, he was the representative secretary of the Liberal Democratic Party's Kyoto Prefectural Parliamentary Group and the chairman of the National Young Parliamentary League.
