Born on August 19, 1963 in Hyogo Prefecture. After graduating from Hyogo Prefectural Akashi Nishi High School, he entered the Faculty of Education at the University of Tokyo in 1987, and joined the Japan Broadcasting Corporation in the same year. He retired the following year in 1988. He came across the writings of Hiroki Ishii and felt sympathy for him, and began supporting him in his election (1990 general election). After that, he took the bar exam. Registered as a lawyer in 1997. In 2000, he became independent and returned to his hometown of Akashi to open a law firm. Supporting local citizen movements as a lawyer. In November 2003, he was elected head of the House of Lords in the election. In 2011, he ran in the Akashi mayoral election and won with a narrow margin of 69 votes. He served three terms for 12 years and will retire in 2023. I ran for the House of Councilors election in July 2025 from Hyogo Ward and was elected.
